The Office of the State Auditor (OSA) was pleased to offer tax increment financing (TIF) training for development authorities that have TIF districts or are considering the use of TIF.

To address concerns regarding the COVID-19 pandemic, this training program was adapted to a webinar format for 2020, instead of in-person trainings throughout the state.

There were two live sessions presented for no cost during the month of July 2020.

Learning Objectives

The training is designed to help staff and consultants of development authorities better understand the basic principles and workings of TIF, its numerous laws and limitations, the responsibilities of authorities and their municipalities, and recommended practices.

-Introduction to TIF (what it is, how it works, theory, district types)
-Creating TIF Districts (process, options, implications to consider)
-Survey of Laws and Limitations (history, any recent changes)
-Decertification of TIF Districts (process and obligations)
-Compliance Tips (recommended practices to avoid problems)

About the Presenter

Jason Nord is the Director of the TIF Division of the Office of the State Auditor. He has worked with TIF and property taxes for 24 years at the MN Department of Revenue and the Office of the State Auditor.

CPE Credit Information

Recommended CPE credits: 2.5

Prerequisites/Advanced Preparation: None
Program Level: Basic

Registration and participation in the live webinar is required for credit. No CPE credit is granted for watching the recording. State boards of accountancy have final authority on acceptance of individual courses for CPE credit.
