****New Wage Legislation Requires Action Starting July 1, 2019****

The Office of the State Auditor collaborated with representatives of small cities and townships to develop and distribute the Small City and Town Accounting System (CTAS). The program is designed to maintain accounting records and assist in bookkeeping tasks. CTAS also facilitates the submission of financial records to the Office of the State Auditor.

The OSA no longer supports CTAS Version 7.

2020 Tax Tables (Updated January 2, 2020)

The Internal Service (IRS) released a revised W-4 form for 2020 and added a new tax table. With these changes, the Office of the State Auditor (OSA) will be updating the Payroll Module in the Small City and Town Accounting System (CTAS). The OSA is working to have the update out early in 2020.

Until the CTAS update is released, entities/employers who withhold Federal income tax will need to manually calculate the federal income tax for employees who submit a 2020 W-4 form. IRS Publication 15-T provides a worksheet that can be used when calculating federal income tax (Use the Percentage Method Tables for Automated Payroll Systems). The updated 2020 tax tables are now available to be imported into CTAS. See below for a pdf version of the 2020 Federal and State payroll tax tables and the XML version of the tables.

  • CTAS XML (zip, 1k) - This file can be saved to your desktop, unzipped, then the contained "taxtable_2020.xml" file can be imported into CTAS using the "Import from file" button.

Instructions on how to import the updated 2020 Tax Tables are below:

Option 1 - Use the CTAS Program to Import Updated Tax Tables (available to users of CTAS 2018, 2019, and eventually 2020):

  • Open the Payroll module. Select "Tax Tables" and click on the "Import from OSA website" button.
  • To confirm that you have the most current tax tables, download the PDF file posted above and compare it to the 2020 Tax Table in your CTAS program.

Option 2 - Download an xml file of the Tax Tables to Import into CTAS (available to users of CTAS 2018, 2019, and eventually 2020):

  • CTAS XML (zip, 1k) - This file can be saved to your desktop, unzipped, then the contained "taxtable_2020.xml" file can be imported into CTAS using the "Import from file" button.

Option 3 - Download a pdf file of the Tax Tables and manually enter 2020 Tax amounts.
